With huge budget gaps for Fiscal Year '21 - will State employees see layoffs? Reduced Hours? Pay cuts?

I heard the deficit will now be around 1bil vs the 3 bil previously expected. Could this mean no layoffs?
I've heard its inevitable unless feds come through with $$.
