For goodness sake, if full time is only 28 hours I would see that as Belk nearing the end of its life as a department store

True, but mostly false.

The Fair Labor Standards Act (FLSA) does not define full-time employment or part-time employment. This is a matter generally to be determined by the employer. Whether an employee is considered full-time or part-time does not change the application of the FLSA."

Note the use of the word "Average". That's where it gets tricky and employers slide and sleaze all around it to their advantage.

By paying bi-weekly, Belk bean counters are able to skirt certain regulations concerning the whole full vs part time thing.
Hours may be "Averaged" between the two weeks such that you can be 29 or less one week (part time) and, say, at least 31 next week (30 and up is full) where that one hour fills the previous week.
You get cheated on one week, your yearly average (as in, what counts toward retirement and such. If there is such a thing anymore, right?!) gets cheated, but as long as you get one week part time and one full, you're not consecutively part time and reduced to that status.
Well, this doesn't count the folks who are marched into an office and told, "Congratulations! You're part time, now. If you don't like it, bye-ee!"
That's a whole other can of Surstromming. (Don't open that in the house. Yow!)

Hopefully you continued reporting to your state unemployment. We’ve been told this is temporary, our store not reduced as low as 21 and less. If so and your unemployment account is still valid, you may be able to supplement under COVID29. Keep in mind full time flex is 30-40 hrs per week. Not an expert, but 30 hours is base pay. Through your unemployment account you may be able to recoup portion of difference from 30hrs and 21 or less?
Some full time associates are getting 21 hours or less.
The 28 hours are impossible to budget real life expenses. I know corporate people aren't living check to check like we are. It's truly shameful we aren't considered when they try to cut more costs.
