If email capture is so important, why not have a kiosk at the front of the store where a customer can enter their email or phone number themselves if the wish to? Why does it keep asking for the same email over and over for the same customers?

Verbiage in the privacy disclosure report thingy clearly states that information may be "shared". That information is bought and sold in the form of data lists daily.
Opt-out is theoretically possible, however, by the time you send the letters and wait for the information to allegedly be removed (14 weeks, give or take), the info is already out there.
Best to keep things as simple as possible and hold on to personal info with both hands and a death grip.
Wow! We've been told for years that Belk does not sale their info. And were told to tell customers that also.
Yes, they do. And buying trends can be tracked by email. This type of data equates to mucho dinero when it comes to selling data for third party marketing.
Plus, Belk can increase their own credit rating and profit margin by signing up x amount of people for store credit at ridiculously high interest rates.
