I get that no one is getting a raise this year, but what is the reason behind not administering any reviews?

You did great but you get no raise. You did great but you get no promotion. You did exceptionally well but we have to let you go. You team created wonders but we have to reduce your team to half. You are a pillar to our company but.....
They didn’t want people to go ballistic about not getting a raise.
