Did NA consider voluntary layoff packages, early retirement option for those interested in such an option ?

I asked my manager to be included a week or so before, but was not allowed to.
I think the difference would be voluntary vs. not voluntary. If enough people chose to leave, then fewer people would need to get laid off. Those who volunteered may have been planning or hoping to leave anyway, and a package was able to sweeten the deal just enough for them to leave.
Is there a difference between early retirement severance packages and non-retirement packages? Seems they would be the same?
