Is it belk corporate, the store manager, ? Anyone know?

Store managers were given a list from corporate. They have to call associates back in a certain order. None of the decisions about who gets called and when we’re made at the store level.
I'm thinking its corporate since they are carefully choosing the ones they call back. The lower pay scale associates.
