I got the email saying they have taken back whoever this round. They said they will bring back more as biz gets better. Does this sound like I’m being laid off ? Other co workers declined to come back this round. Few of them said they will quit 2nd round

They send one email saying the selection process for your store is starting. Then your store manager will call all those selected for recall. Once they have finished the phone calls, another mass email goes out to your store saying that the process has concluded. Seems impersonal, but its just so you aren't sitting waiting for a phone call that is never coming.
That being said..... More people should be recalled in each store (not sure about Neighborhood stores), since like someone else said they are skeleton crews at this point. Final budgets should be coming out by the end of the month that will let everyone know if they are being retained or being officially laid off.
You only get a phone call if you are being recalled. Do not take this personally. Stores only need a skeleton crew for the reopening to see how business will be. Then if it goes well, you will have more recalled in about a month.
