Flex team should receive a severance. They contribute to the business just like the rest of the team but get no holiday pay, PTO, or anything, and paid less.

I agree with most everything you say. However, pay is a little different, so not always true that pay is lower. I personally know a flex associate that makes around 12 an hour and works in support, which is even more rare. That associate is one of the laziest workers I have ever worked with. My understanding is they lied about work experience in application to get more money. There is an older associate that works 3x harder but makes 2 dollars less.

Agree on definition of a Flex position. So, does that mean Flex workers would continue to be furloughed or fill the positions of the now eliminated employees that are full time and part time?
Flex is a position that is a call you in if needed - like a spare tire for a car. It was a way to fill those gaps when the staffing was short due to vacations, sickouts, and holiday times when more help was needed. It is not considered part-time and therefore the company can decide how to compensate.
You would have thought in March when the presser came out at the onset of the pandemic that ALL Macy employees would receive a two week pay, Flex would be included. Not! That showed how Flex employees were thought of. Irrelevant.
