Well, turns out they decided to do a lay off but pretend it is a furlough.

Both. All but those claimed to be mission critical will be furloughed . In addition the bottom x% or those that they deem whose jobs can be moved to another location or are just too expense will be laidoff.

It could be a combination. The business is likely to be smaller when it emerges on the other side. If execs estimate it to be x% smaller. And y% have enrolled in voluntary programs. And z% could be furloughed. Then, if x% - y% -z% > 0, then that is also the potential number of people who could be laid off. Obviously, salary differentials and operational requirements are going to play into the whole equation.
