Is Cognizant likely to layoff globally for Covid?
Also, is it legal to have many bench members who are not assigned to a particular project for half a year, for two years? They are getting a salary when they are not working.

Yes, it's highly likely. In fact it has already happened. As recent as Friday (May 8th). This is in North America.
those who have been on bench for months seems to be part of a special hiring group so may not get layoffs
