They offered buyouts last February. That was 100% voluntary.

I think this next round they just pick and choose who they don't want to keep.

Remains to be seen what kind of severance they offer.

Volunteer yourself to your manager but be careful, if you survive - it may impact their view of you. Going down with your ship, never being promoted and make bad pay is an American hallmark.

I’ve never heard of that but I think that’s just called “quitting.” Pretty sure you’d get no severance that way.

While they most probably will not ask for volunteers it couldn’t hurt passing that information on to those who may have to make that decision. They have get rid of people and one less person they have to decide on is best for everyone.
