Too many useless programs, middle managers, managers to manage the middle managers, managers to manage in and around the useless programs. People working on work they themselves created. May work when business is booming, but not when you’re on the down trend.

IT department has more managers and directors than independent workers. Specially in US.
Totally agree, NetApp has a deep org chart where at least 10% are managers who spend most of their time meeting other managers and so in effect do no useful work, even though they are busy. Also manage up trying to claim credit for which they didn't cause.
Delegation, trust, letting people do what their gut says, is cheaper, and may waste a little but not as much waste as all the managers.
Sack managers will do almost no negative and probably a lot of good.

There are many overlays who are completely detached from revenue. They are paid on "refs" which is a checkbox acknowledging they participated in a sale. It's basically a participation trophy which is paid regardless of whether a sale happens. Tom Mendoza once said "we are all in sales". Obviously some aren't and ride the ref gravy train.
