CEO was dumb or desperate or both in hiring the current CHRO. She has a desk in the HR area but has very little interaction with anyone in HR other than her direct reports. She has said on numerous occasions that one of her pet peeves is that HR employees not throw each other under the bus, so there is effectively no outlet to report incompetence and bad behavior without facing retaliation. SVP (who is CHRO’s buddy from bankrupt Dean Foods) bullies and berates his team in meetings and has no understanding of the tech side of the business. Most of the Sr Director HR partners are obnoxious and disrespectful towards the other HR departments. CHRO has no business being in charge of the company’s culture initiatives while these shenanigans are happening on her watch.

Get it right, there is no "HR" they are the "People Team"
Can vouch for what you are saying. There is no HR for HR. Retaliation is very real, but SM will never hear it because who reports on the effectiveness of HR other than themselves?
On top of everything that HR fear and anger is directed against employees!
Have you talked to people who have resigned or been laid off? how unpleasant and demeaning has the exit interview been?
Our HR only exists to handle down sizings.
