No, several of the roads internal to the campus are private roads, not "dedicated" to the town. in order to bring the roads up to public roadway standards, work will have to be done. Whether it's a good use of taxpayer dollars for those of us who live in New York State is a separate question. I can't imagine big interest in the campus. Some of the buildings have been for lease or sale for quite a while. Especially when just a couple miles to the east you can rent or build in Wayne county for much cheaper.
For those of you who have never visited the Webster location, it's about a mile east to west. Two years ago, the local Rochester paper had an article about Xerox Square shutting down and employees moving to Webster. Seems much longer ago than January 26, 2018! From that article:
"Webster remains the company’s largest global location, with more than 5 million square feet of office, manufacturing, lab and warehouse space. The campus encompasses 600 acres of land and approximately 50 buildings."
