Some ideas?

Had some ideas. Probably too late, but why not sell your internet based upon tiers? Break it down further. Sell it by the meg based on rates. You will hear people give excuses and say it's impossible, but it's not... This will keep you honest with your customers and give them a fair price. Don't deny customers of service and throw away money. Instead of rolling out new deals to only hook customers for a short time.. fix the current system. Get away from the dinosaur system that's currently being used and roll your data into another system (SQL? Should have been done a long time ago).

If Frontier wants to be more efficient then they should not allow a whole group of reps that only take 3 calls a day. ELL in Tampa sits around the entire day without doing anything

These are all good ideas but Frontier has so many financial fires right now that they are simply focusing on bankruptcy. Customers are an afterthought at this point in the game.

Maybe start running fiber to the home in areas with High trouble volume. Start a money back program if you have trouble within 30 days of install. Lower the price of dial tone if you sign a contract. And start replacing some copper, but at least string up some dark fiber while your there.
