Management failed to be transparent in letting staff know about the risk. They should be the first to be fired.

Yes, they are definitely laying off people. They just formally announced a 1200 person layoff. Troy says Navistar is going into a manufacturing recession in 2020. The number originally planned was smaller but it looks bad coupled with other recent news. Directors and above knew it was going to happen since September.
Cuts are happening already through forced attrition. Key players leaving at the end of the year in Supply Chain, Finance, and Manufacturing. Happy landings.
