Yes that seems to be the play. Fire a diversified group within the governments quotas, then rehire the non white males back at cheap prices. So, don't sign the form that you won't sue, then sue, and a class action suit will form. It could take two years, but you can win. Ford lost such a lawsuit for the firings about 10years ago.
Not sure about the dead wood comment. They didn’t show the dead wood to the door in February, why would they now or next year? No, they’ll bring their analytics firm back, select a majority middle-aged white men with all the experience and knowledge, sprinkle in a few young folk and women and show them to the door. Then a few weeks later the those who are not middle age white men will be re-hired into some position which they are unqualified and have no experience. It’s Mary’s new world order. Good luck!
Per some executive insiders, there is still an abundance of deadwood at GM that will be eliminated in the layoffs being planned for later this year or early next year. Also, if you are a manager without direct reports, you will also be included in the next round or be demoted to a non-manager. Also, expect lower profit sharing in 2020 check...GM sales are going down in the regions and areas like GM Financial are struggling.
Are they hiring back any of the workers they laid off in February? Or do they not want to hire back the older workers they targeted?

No, there's too much work under Kelzer and engineering keeps hiring. Look at the career page. Don't let the ignorant UAW fool you. Right now, GM is lean enough. If there are any jobs that will be shed, it's the UAW jobs since Mexicans make better cars, more productive, and more profitable. They are still cheaper than automation, which is a ton cheaper than UAW. You're an engineer, you can do the math.
