There are general rules for layoffs, and the decisions are usually made several layers away to remove class action liability from the company. One way is Last In / First Out. Another is to eliminate positions or departments, and reorganize (this is pretty common). And yes, you lose a lot of tribal knowledge when this happens. But honestly, if you are laying off, where did all that tribal knowledge actually get you?
