Is there any downside to volunteering for being laid off? Will you lose your severance or the ability for the state to pay for school? Risk of losing unemployment?

I volunteered for layoff in 2016. I had only been with company 12 months but that was my intention when I went to work there. Get laid off and finish my degree while getting paid. Yes, I know the TAA and TRA program very well. You will not risk losing any of those benefits for volunteering. They do not know you volunteer.
If you volunteer for a lay-off you are basically quitting so be careful they can just accept your resignation and you’ll get nothing
You better trust your manager. Once you say your open to being laid off. You will not get any pay raise or promotions. Then, if you do get laid off you have no real bargaining power.
Legality: So let's say you tell your boss you want to 'be on the list'. To be 'legal' you would have to sign a document saying that you wouldn't sue them for wrongful termination later on (based on s-x, age, race, whatever). There is no way HR will do that.
So there's nothing saying that you can't volunteer. A lot of people do it. It's just that when you do it's all 'under the table'. If taken to court the company would deny any knowledge of you volunteering.

Volunteering to be laid off is same as resigning so no bs severance package and lose benefits at end of month. A lot depends on state you work in.
How is it illegal? Not debating just need educating. Never heard of it being illegal.
Legally, the company can't take 'volunteers' for layoff. You can tell your boss to 'put you on the list' but but legally it doesn't mean anything.
