Western Union is not giving you a package out of the goodness of its heart or any kind of loyalty towards its long-term employees. The money is not being given to you to help you out in a time of need - it's given to you so you would sign away your right to sue the company for whatever reason (age discrimination being chief among them.)

There are A LOT of employees that are bitterly disappointed that they didn’t get laid off. Because the company is quickly declining and no one wants to hang around while things move to India, let alone try to work with IT teams all in India. Rumor is that that some consulting company used a tool to figure out who should be laid off, if a team wasn’t moving to India. If the team is moving to India then obviously age and gender had nothing to do with them getting laid off. Signing a release is standard for ANY severance amount given at ANY company. No big deal. Take the money and say good riddance to WU.
