Yes! This is an old play book. Calm down the rank and file, get a new contract passed and then "right size" (that mean slay-offs folks!) the Power Division.
Who wrote the article? If it was written by a wall street analyst, it's all speculation which actually means BS. They're just guessing like everyone else, theres no crystal ball.
