Too many of the senior leadership have too much at stake to get off the outsourcing bandwagon. For them to admit that it is not working is for them to admit that they made critical strategic mistake (whish is never going to happen) plus JD's replacement has the same mindset as JD for outsourcing.
The contracts are signed, the penalties for cancelling would cost tens of millions and with all the cuts over the past few years there are no FTE's available to take on the added workload. Expect more of the same, leadership continuing to support outsourcing, while reducing FTE headcount and making life more miserable for the remaining individuals who have not voluntarily or involuntarily left the company for better jobs elsewhere.
