Sure it makes sense! It’s called outsourcing your job, and when they get in a pinch they farm out the work to scab outfits! It’s going to be the new norm for u.p in the really near future!
The 80 plus the 40 more isnt even half.
30 or 40 isn’t even half the carman they have.
If they are laying all the Carmen off and eliminating them... then who is doing all your guys inspections and air brake tests and heavy repairs? Doesn’t make sense.. the trains need inspected and tested.
