My ICP is supposed to be around $10K as per the ICP letter that i received. However the actual payout in my bank account is around $3500? What’s wrong ?

My note (about $9500 and seeing $5000) was not a complaint; it was meant to answer the original poster here, that it's deductions that account for the net being lower. I'm very satisfied with the $9500 (yes, I'm in SW Eng)
Your manager should have discussed what your payout is. It shouldn't be a surprise. As far as your NET amount paid. That depends on your withholdings. (Tax, 401k,ESPP)

$10K in ICP is really nice, you must be in SW Engineering.
I would not complain about what you got, something is better than zero.
Let's hope FY2020 is much, much better!!

Log into ADP and look at your pay stub. Deductions - taxes, 401k, ESPP, etc.
Mine was supposed to be about $9500 and I saw a little over $5000. It's deductions etc. just like for a regular paycheck, that make up for the discrepancy,
