I know this has been discussed before. I have applied for multiple positions, and some of them I am more than qualified for. The thing is that I am getting rejected for them the same day that I apply for them, or one day later. I cannot put my finger on it, but I think my supervisor has something to do with it. I would never say anything to her face. Some people on our team think he has stopped others, and prevented others from leaving. Can managers and supervisors actually do this? If you think they are doing this, who can you talk to?

It's because that position is already been given to someone but they have to post the job anyway. There are also things that can happen, like one I applied for that got removed when they made a change to the hiring manager listed.
If you are truly interested in a different position within the company, start talking to people on that team. Show interest in the position, reach out to the hiring manager and let them know you are interested and would like to know more about the position.
Your direct supervisor does have input on the process of posting out, but so do many other people.
if you are an external candidate and mgmt already has someone in mind you will be used to meet the required 2 external candidates per HR. Then you will be quickly declined.
When you apply for a internal position it will email you and your direct manager and email saying which job you applied for. If you have not been in that job for a year or are under a PIP it will automatically reject the submission. Yes your management can affect you getting that job but (I don't think) they can reject automatically on there end. Now they can look up the req see who is the hiring manager and tell them to reject your application. Typically when your management screws your out of a position it's because they want to impose a 90 or greater day hold for releaseing you. Now that is a higher level agreent typically between VPs or perhaps directors. HR guidelines are 30days max, however this is Windstream and it's @$$ backwards so buddy system rules here... I would reach out to HR and ask them why this is happening. Just to screw over your bosses, and then exit to an external position....
