Can’t train ICE engineers to engineer EV?

Damn fool. As example Major castings don’t care if they are an ICE powertrain component or a battery housing/tray. Both have cooling systems. Etc.

It was an excuse to cut older engineers and resource to LCC.

BEV's required unique skill sets that legacy Ford does not have in great numbers. With the company transformation from ICE to BEV, obviously we need more of the modern mobility skill sets. This is why the large influx of new leaders from outside tech companies and new hires in high tech countries outside of the US.

My theory on how seemingly incompetent humanoids seem to get placed into executive roles: It would appear that in company after company the various board members and major stock holders want a pliable puppet to be the visible actor in doing their bidding. You don't need to be very smart, must be very obedient and just charismatic enough not to make a fool of yourself very often. Keep that last part up and you will be replaced. So ask yourself what interests do the real power players have? They'll let your CEO know and then he or she will march to that tune even if it makes no sense to the worker bees.
