By "brining" do you mean dowsing them in salt water with a turkey baster? I don't understand. Why would they do that?

CBI is. Global company which means they rotated their people around the globe to where they are doing the work - one of what was one of the great things about the company - they hired to retain their employees not just for a project alone. Now that being said - some projects are just so massive they had to resort to hiring project specific employees but they did their best to ensure legacy CBI people were there as well to ensure the culture and knowledge would remain. This means US employees being on assignments outside of the US and sometimes (although the US has one of the toughest visas to get) people from outside the US coming to work in the US. We (US citizens) were lucky - we received expat packages when living outside of our home country - not necessarily the case for many who were brought to the US to work.
Sorry - I'm no longer with the company but it is one that I hold dear to my heart and I have lots of amazing friends being impacted by these horrible layoffs. The problems CBI is facing has nothing to do with bringing expats to work in the US.
Are we talking IT here? No #h1b layoffs yet.
Holy ignorance. This. Is. Untrue. Foreign employees also being laid off. And imagine, it's pretty scary for them when they're on a working visa.
