The layoffs are being done to save the company. Hard decisions must be made, the ship is sinking and only limited life boats. We can all drown or we can save a great majority. Unfortunately there will be 3 layoffs in 2018, 2nd qtr, 3rd qtr, 4th qtr(?). These are difficult decisions and no ill effect should be directed at those in charge tasked with these choices. We are strong together but in this industry, uncertainty is a constant. All be well.

Sort of kidding, but jeez, I wish this company would get its' cards in order and learn how to keep a workforce that wants to invest in a mutual goal. Maybe I'm not kidding, let's go on strike and bring in a union!
If global lays off the 27th, 28th, or 29th, we go on strike! Who's in?
Clearly the best and brightest were not involved or this situation wouldn't exist. Or it's just arrogance and inexperience in proper development for production which was sinking the ship which one can only hope will be eliminated with this upcoming round. Enough speaking of useless rumors and ideas. Let's wait for the facts.
As you said, the ship is sinking. Massive layoff is not going to avert the sinking ship, maybe just delay it for a few years. The company may save money short term, but the best and brightest talents will be gone. Those that didn't get impacted by the layoff will lose trust and faith in the company and will be looking to a better stabler company they can believe in. You will be left with the bottom pool. Also, without 7nm program, what is in the product roadmap? Just derivatives? How can a foundry survive long term without a solid future product roadmap? Good luck, but you will need more than luck.
